中文摘要：清朝在中国统一多民族国家形成和发展史上占有重要地位,它在继承并积极拓展以往治边政策的同时,将边疆民族管理纳入法制化、制度化轨道。本文从从俗从宜与统一法制、规范内地与边疆民族之间的法律关系、宗教立法以安边抚众为重点等三个方面对清朝以法治边的情况进行了探讨。认为清朝以法治边取得了巨大成功,但其负面影响也不可低估。

英文摘要：Qing Dynasty occupies an important position in the formation and development of the country of Chinese unified and multi-nationalities. Besides inheriting and developing traditional policies of borderland administration, it put the administration of minorities in borderland into the orbit of law and system. This paper discusses the Qing’s rule over the borderland by law from three aspects. It thinks that Qing Dynasty achieved great success in ruling the borderland by laws, but its negative should not be undervalued.
