中文摘要：《五世达赖喇嘛 1 6 80年发给门隅、珞渝地方之法旨》作为中国对门隅地区实施有效管辖的历史文献已为学界所熟知 ,然而该法旨的核心内容即有关 1 7世纪中国西藏与不丹关系的信息却长期被忽略。本文首次汉译法旨全文 ,并对其内容作了简要考释 ,认为法旨内容反映了西藏与不丹在门隅地区数十年的争夺 ,法旨的颁布是已入暮年的五世达赖喇嘛为稳固南部边疆而采取的积极防御措施之一。

英文摘要：As a historical document for China to rule Menyu region in effect, the Dharma's Decree to Menyu and Luoyu Issued by Dalailama Ⅴ in 1680 has been known well by academia. But the core contents of the decree, namely, the information of the relation between China's Tibet and Bhutan, has been ignored for a long time. The decree has been first translated into Chinese in this paper. After making simple examination over its contents, the paper thinks that the content of the decree reflects the contention between Tibet and Bhutan for Menyu region over decades. The decree is one of the defensive measures taken by the aged Dalailama in order to consolidate the southern borderland.
