中文摘要：图书馆在确保读者依法实现由国家赋予的图书馆使用权,这种关键作用如果不被以法律条文的形式所明确承认,图书馆制度的社会功能必将萎缩,而社会文化与生产力也将遭受巨大损失。借鉴国外经验,图书馆界应当以积极姿态介入立法进程,强化法律功能,体现图书馆价值。

英文摘要：library should grantee reader's right to make use of it.However,if the function of library is not confirmed clearly in legal clauses, social function of library system would be influenced and social culture and productivity would be damaged.In reference to experiences abroad,library world should take an active part in legislation of library to strengthen legal function and realize value of library.
