中文摘要：清朝统治者攻占台湾的目的是为了铲除反清势力在海上的根据地,而非开发台湾的自然资源、利用台湾的地理优势。因此,清廷采取了消极的治台政策。本文分析了清廷消极治台政策的产生过程,及由此导致台湾行政区划设置迟缓等恶劣结果。

英文摘要：The rulers of the Qing dynasty took Taiwan under governing in order to eradiate the oversea foundation of the resistant,not to develop Taiwan's natural resources and using Taiwan's geographical position for the state's interest.So the Qing dynasty took a conservative policy to Taiwan.This article analyzed the course how the Qing dynasty's policy was carried out,the prolonging of prefecture setup in Taiwan,as well as other negative results.
