中文摘要：琦善在驻藏大臣任内,针对西藏地方政府及藏军、驻藏清军多年积弊,奏陈《酌拟裁禁商上积弊章程》二十八条,重申、补充旧有章程,以加强驻藏大臣的权力,整顿和完善西藏地方吏治。又对藏军、驻防清军的若干弊端,奏请改革。这一切均有助于清朝中央加强对西藏地方的管理和军事力量的增强。但他奏请放弃对商上财政的审核权、奏罢训练藏军成例及停止派兵巡查部分地区(哈拉乌苏),对以后产生了不良的影响。

英文摘要：In view of the corruption of Tibetan local authority, army, and the stationed army, Amban Qishan presented "the 28 Regulations" to the central government to ask for reiterating and supplementing the old Tibet regulations, strengthening Amban’s power, and reforming Tibetan local official system. Through the reform, Qishan enhanced the central government’s power in Tibet. But he gave up the finance review authority and old ways of training Tibetan army, ceased the inspection for Halawusu(哈拉乌苏), all these had a negative impact on the later Tibet administration.
