中文摘要：唐代曾在东北少数民族地区普遍设置羁縻府州,其中最早设置的是契丹、奚人地区的松漠都督府与饶乐都督府。唐朝中央政权通过营州都督府、东夷都护府和平卢节度使对松漠、饶乐二羁縻都督府相继进行统辖和管理,负责抚慰、安置羁縻府州的部落;以武力维持边疆稳定与安全;管理二都督府对唐廷的朝贡以及与边地州县之间的经济活动。为了加强对契丹、奚人地区的统辖,唐朝曾一度对松漠、饶乐二羁縻都督府实行留宿卫、驻兵与和亲政策。唐朝设置羁縻府州以后,促进了契丹、奚人社会的发展进程,为其日后由部落联盟阶段直接向封建社会飞跃奠定了重要的基础。

英文摘要：The Jimi local had built in the northeast minority nationalities area in Tang Dynasty, among which the songmo and Raold Dudufa were built at the earliest. The Central regime of Tang Dynasty had governed and run on songmo and Dowle Jimi Dudufu through Yingzhou Dudufu. Dongyi Duhufu and Dinglu Jiedushi in succession, Those were in charge of the comfort and arrangement of Jimifurhous tribes, maintenance of border's stability and safety in force, and management of tribute-paying of the two Dudufus to Tang Dynasty as well as the economic activities among the border prefectures and counties. In order to strengthen the governing to Khitan and Xi area, Tang Dynasty had once implemented the policy of Taking Hostages and Security Guarding resident army and marriage to the songmo and Kaole Jimi Dudufus. Since the Jimifurhors had been built in Tang Dynasty, the social development process of Khitan and Xi people were accelorated, and which also laid the important foundations of leaping from tribal alliance stage to feudal society directly in the future
