中文摘要：“以文驭武”及“重文轻武”是宋朝历史上突出的政治现象 ,即使是在最高军事决策组织的枢密院中 ,这种现象也有不同程度的表现。本文从统计、分析北宋时期枢密院长贰出身情况入手 ,全面考察了其长贰由武将向文臣过渡的发展变化过程。在此基础上 ,进而探讨了“以文驭武”方针在当时枢密院机构中的具体表现及所产生的消极影响。

英文摘要：“Putting the military officers under the control of civilian officials” and “attaching greater importance to pen than to sword” were two striking features in the politics of the Northern Song dynasty and found their expression even in the Privy Council, the highest state military body. On the statistical basis of the background of the top two executive posts holders in the Privy Council during the Northern Song dynasty the article investigated the transition from the appointment of military generals to the appointment of civilian officials to the two posts. The article further delves into the concrete expressions of the policy of putting military officers under the control of civilian officials in the Privy Council and its negative impacts.
