中文摘要：《敦煌莫高窟保护与管理总体规划》(简称《总体规划》)是在《中国文物古迹保护准则》指导下制定的第一份遗址保护与管理总体规划 ,它不仅是有关敦煌莫高窟文物保护工作的行业规则和评价工作成果的主要标准 ,同时对于提高敦煌莫高窟保护和管理工作的水平有非常重要的指导意义。本文从管理学与敦煌学有机结合的角度 ,论证了制定《敦煌莫高窟保护与管理总体规划》的必要性和重要性 ,特别是结合敦煌莫高窟几十年的保护工作经验 ,从“资料的收集与价值、现状的评估”、“制定总目标与实现总目标的原则”、“制定分项目标及各分项目标的实施对策”等方面详细论述了《总体规划》的具体制定过程。

英文摘要：The Master Plan for the Conservation and Management of the Mogao Grottoes is the first draft on the conservation and management on ancient sites.It has observed strictly the principles and process laid down in the 'Principles for the Conservation of Heritage Sites in China' proclaimed by China ICOMOS.First of all investigation and assessment of the values and existing condition of Mogao Grottoes was undertaken,and in accordance with the conclusions of assessment,the general goals and principles for their implementation were drawn up.Finally the individual objectives for conservation,research,visitor management and interpretation,and operations and management were drawn up.The Master Plan comprehensively outlines the conservation of the cultural significance and historic information of the Mogao Grottoes and its setting and rational scientific application of the principles to conservation and management of the sites.
