中文摘要：唐玄宗开元七年于营州(今辽宁朝阳)设置平卢节度使,作为营州最高的军政长官。史籍所见营州历任平卢节度使共有15位,平卢节度使的任命渠道主要有三种:朝廷任命,安禄山任命,先将士推立后朝廷任命。平卢节度使以汉人为主,并有一定数量的边疆民族将领;其任前多为武将,亦有文官,还有宗室亲王遥领;平卢节度使多在营州地方官或军府官员中提拔任命。

英文摘要：In the seventh year of Xuanzong Kaiyuan Period(玄宗开元),Pinglu Military Commissionership was established in Yingzhou(营州)as the Highest military and administrative official position.There were fifteen Pinglu Military Commissioners recorded by historical books.Most of the Commissioners were appointed by Tang court,some of them were appointed by An Lushan,and some were approved by Tang court after being elected by lower officers.They were mostly ethnic Han,but there were some non-Han ethnic officers assumed this leadership;they were mostly ex-officers in military,but there were some from the civil position.
