英文摘要：On the basis of a systemic study on Tuyuhun's local administrative organization, this paper figures out thatits evolution experiencedthree stages, that is, the stage of tribes under the chiefdom, tribes under the chiefdom and clan, and tribes under the khanate. Moreover, The paper solves some detailed problems about the history of Tuyuhun.
