中文摘要：关于北齐文宣帝高洋,我们所熟知的是他的残暴荒淫。但高洋在用人、政治、军事等方面拥有相当高的才能。高洋用人能够不拘泥于民族界限,只以是否有利于稳固统治为判断标准,知人善任,一大批汉人或汉化人士如杨忄音、高德政、高隆之、杜弼崔暹、崔季舒等被他拢入核心政治圈,并在其中发挥了重要作用。此外,高洋对于鲜卑勋贵犯法者,也决不姑息,并能够把佞倖小人排斥在政治圈外,取得了良好的实际效果,这也是北齐能够在高洋统治时期达到鼎盛的重要原因之一。

英文摘要：What we know about the northern Qi Dynasty's emperor Wenxuan Gao Yang is his brutality and debauchery.But Gao yang Was very talented in politcal affairs,military affairs and in chooing the right person for the right job.He was able to hreak national bounds and judge according to whether it is beneficial to the stabilization of his rule in choosing people,He gathered a large number of people of the Han Dynasty or people deeply in fluenced by people of the Han nationality in his wre political circle and make them play an important role in it.In addition,he was nerer indulgent towards offenders no matter whether they are nobles or people with outstanding contributions;He was able to exclude viuains from his political cirde and achieved good effect,which was an important reason why the Northern Qi Dynasty reached its peak during the rule of qao Yang.
